Ministry of Interior (Greece) has launched a public consultation process for the draft “Local Government Code,” a sweeping legislative reform expected to reshape the functioning and electoral system of municipalities and regions across the country.

The draft law, which remains open for consultation until June 4, 2026, is expected to be submitted to the Hellenic Parliament for voting within June.

The new Code consolidates a wide range of existing legislation into a single framework governing the core operations of local authorities, aiming to improve efficiency, transparency, and accountability in public administration.

One of the most significant proposed changes concerns the electoral system for municipal and regional governments. The draft includes the abolition of the second round of local elections, introducing a new single-round voting system.

It also proposes the introduction of electronic voting, along with a restructuring of responsibilities between local administrative bodies and reforms in financial oversight and governance.

The reform is a comprehensive legislative package consisting of 761 articles and integrates nearly 2,000 previously scattered legal provisions regulating every aspect of municipal and regional administration.

Officials describe the initiative as a modernization effort intended to streamline governance and strengthen institutional effectiveness at the local level.
