The government is set to launch Greece’s first online platform allowing citizens to directly evaluate public services, in an effort to reshape the relationship between citizens and the state.

The move responds to long-standing challenges within the Greek public administration, including persistent bureaucracy and delays that have frustrated citizens for decades. 

Efforts to assess and improve public services date back to the early 2000s, when the first surveys, questionnaires, and complaint platforms were introduced. 

Citizen Service Centers (KEP) marked a milestone by offering an organized system for service evaluation, while more recently, the launch of gov.gr has allowed users to rate a growing range of digital public services.

Now, the Interior and Digital Governance Ministries are introducing the country’s first structured, nationwide mechanism for citizens to evaluate the quality of public services themselves.

Starting next Wednesday, and over a two-week period, five million citizens aged 17 and over – registered in the National Communication Registry – will have the opportunity to participate. 

Invitations will be sent via email, asking citizens to complete a questionnaire of 40 to 50 questions, rating aspects such as service quality, speed, courtesy, and efficiency on a scale from 1 to 10. Participants will also be able to leave additional comments and suggestions.

To ensure security and the uniqueness of each submission, access to the platform –  whose web address will be officially announced on Wednesday – will require personal login credentials through gov.gr.

Among the services to be evaluated are key public agencies such as the Independent Authority for Public Revenue (AADE), the Public Employment Service (DYPA), the Single Social Security Entity (EFKA), and the Land Registry.

Citizens will also have the opportunity to evaluate digital government services, including the e-prescription system and popular tools available on gov.gr, such as the issuance of affidavits. Regional services, such as the maintenance and condition of the road network, will also be assessed.

Particular emphasis will be placed on evaluating municipal services that impact daily life, including street lighting, recycling programs, sanitation, green spaces, playgrounds, sidewalks, public health clinics, urban planning offices, public transport, and parking facilities.
