A major traffic controversy unfolded during a large-scale Hatim (Quran completion) ceremony held on Sunday in the mountain village of Mustafçova in the İskeçe region, as hundreds of attendees faced traffic fines following severe congestion and what many residents described as inadequate planning by authorities.

The annual Hatim ceremonies organized under the umbrella of the İskeçe Mufti’s Office continue to attract strong participation from the Turkish Muslim community of Western Thrace. The religious and cultural gatherings, hosted in different villages each spring, have long served as important communal events symbolizing unity, tradition, and social cohesion.

However, this year’s ceremony in Mustafçova — held on May 10 — drew one of the largest crowds seen in recent years, exposing longstanding infrastructure and traffic management challenges in the mountainous area.

Heavy Traffic and Limited Infrastructure
Located directly alongside the İskeçe–Şahin main road, Mustafçova village has limited internal parking capacity. As the village center quickly filled with vehicles, many visitors were forced to park along both sides of the narrow main road stretching nearly two kilometers in each direction.

Residents stated that the steep terrain and narrow roadway significantly worsened traffic conditions, while the limited number of police officers and volunteer traffic coordinators proved insufficient to manage the influx of vehicles.

The congestion reportedly caused hours-long delays and severely slowed transportation along the regional route.

Traffic Fines Spark Public Backlash
The controversy intensified near the end of the ceremony when additional police units reportedly arrived in the area and issued traffic fines to dozens of vehicles parked along the Mustafçova–İskeçe route.

Many attendees criticized the move, arguing that no prior warnings had been issued despite the predictable scale of attendance. Community members also pointed out that similar traffic congestion has occurred during Hatim ceremonies in other villages in previous years without comparable punitive measures.

As a result, the fines were widely perceived by locals as an unusually harsh intervention rather than a standard traffic enforcement operation.

Several residents argued that the core problem was not the large turnout itself, but the lack of proactive planning and coordination by responsible authorities despite the event’s recurring nature and historically high attendance.

Officials React to the Incident
Burhan Baran, Member of Parliament for İskeçe, also reacted publicly on social media. Baran stated that he had attempted to attend the ceremony but was forced to turn back approximately two kilometers before reaching the village due to the severe traffic congestion. He criticized authorities for failing to implement adequate preventive measures in advance.

Former Mayor Rıdvan Delihüseyin likewise condemned the decision to penalize citizens instead of ensuring proper organizational and traffic arrangements beforehand.

Calls for Better Coordination
The incident has reignited broader discussions within the Western Thrace Turkish community regarding coordination between local authorities, organizers, and law enforcement during high-attendance religious and social events.

Residents are now calling for:

  • The cancellation of the issued traffic fines
  • Better traffic planning for future events
  • Designated parking areas
  • Alternative traffic routes
  • Increased deployment of traffic personnel

Observers note that while strong public participation reflects the vitality and cohesion of the community, inadequate management risks overshadowing such occasions with unnecessary tension and controversy.
