Public outcry over deadlock in “Kinoumai Ilektrika 3” program – Question by MP Burhan Baran

MP Burhan Baran has submitted a parliamentary question to the Minister of Infrastructure and Transport, Christos Dimas, regarding the widespread frustration and citizen complaints caused by the implementation of the “Kinoumai Ilektrika 3” (I Move Electric 3) subsidy program.
Background
The program was introduced as a key policy tool to promote electromobility and support Greece’s green transition, aiming to renew the vehicle fleet and reduce emissions. However, instead of delivering on its promises, it has generated anger, disappointment, and what many citizens describe as unfair treatment.
Initially, according to the ministerial decision (Joint Ministerial Decision – KYA), expenses were deemed eligible from 1 May 2024 with applications accepted until 30 June 2025. Thousands of citizens, acting in good faith, purchased electric vehicles during this period. Yet, due to delays in securing funds – despite assurances of financing from the Hellenic Growth Fund – their applications could not be processed. Many were even canceled without being officially registered, in violation of legal procedures.
A later ministerial decision on 31 July 2025 worsened the situation. Instead of resolving pending applications, it restricted eligibility only to purchases made after 7 June 2025, effectively excluding earlier buyers. The outcome has been inconsistent subsidies:
Purchases from the start of the program until February 17, 2025 received up to €9,000 in subsidies.
Purchases made between February 17 and June 6, 2025 are left with no support at all (no subsidy, no scrappage bonus, no charging station grant).
Purchases from June 7, 2025 onwards qualify for only €3,000.
Experts and affected citizens have branded the changes a “major scam”, accusing the government of encouraging investments in zero-emission vehicles only to exclude thousands of buyers retroactively, undermining public trust.
MP Baran’s Questions to the Minister
- How does the Ministry justify the exclusion of thousands of citizens who purchased vehicles within the eligibility period set by the original decision? Why was the program not officially declared closed once funds ran out?
- Why has the Ministry created three categories of citizens, despite all meeting the subsidy requirements?
- Will immediate measures be taken to correct the injustice and include pending applications in the program, as originally provided?
- What steps will be implemented in the future to ensure that programs related to the green transition are applied with transparency, consistency, and reliability, maintaining citizen trust in the state?
