The vehicle struck pedestrians on a busy shopping street in the city center before the driver, a 33-year-old German national, was detained at the scene. Police said there was no ongoing threat.
Mayor Burkhard Jung confirmed two fatalities, while emergency services reported several serious injuries among the victims.
The motive remains unclear. Armin Schuster, interior minister of Saxony, said the incident was not accidental and called it an attack.
Germany has experienced several similar car-ramming incidents in recent years, including attacks in Berlin, Munich and Magdeburg.
