With strong language and clear criticism directed at the political leadership of the Ministry of Rural Development and Food, the Livestock Associations of Eastern Macedonia and Thrace have sent a “Memorandum of Truth and Protest” to Minister Kostas Tsiaras, expressing their deep frustration over the state of Greek livestock and agriculture in recent years.

According to the associations, the design and implementation of the Common Agricultural Policy (CAP) programs since 2015 have led to the complete degradation of the primary sector, with devastating consequences for rural producers.

In the document, the associations condemn what they describe as the government’s “arrogant attitude,” quoting a Greek proverb: “When the ox was put in the palace, it did not become a king — the palace became a stable,” arguing that this saying “perfectly describes the actions of government officials.”

They direct particular criticism at the allocation of grazing lands and the operation of OPEKEPE, noting persistent issues such as false livestock declarations and the uneven distribution of funds from the National Reserve. The memorandum refers to this situation as “the biggest fraud of the century,” suggesting cover-ups and political tolerance.

Citing data, the associations claim that livestock farming in regions such as Eastern and Central Macedonia has declined by more than 60% since 2015, and that producers are now enduring the most difficult period in decades. They call for radical reforms in Greece’s CAP Strategic Plan and a nationwide reassessment of livestock numbers, beginning with Crete, where they allege grossly inflated livestock declarations.

Additionally, they demand the activation of “force majeure” compensation payments for farmers who lost animals to disease and the settlement of outstanding payments related to organic farming programs.

The memorandum ends with a stark warning to the minister:

“Work with the livestock associations before it’s too late. Stop focusing on appearances and start taking action. The primary sector can no longer endure deception.”
