Greek Parliament Inquiry reignites debate over “Technical Solution 2025” in agricultural subsidy system
A renewed parliamentary question has been submitted in the Hellenic Parliament regarding the implementation and transparency of the so-called “Technical Solution 2025,” a framework linked to the declaration of grazing lands, allocation of agricultural payment rights, and data cross-checking procedures in Greece’s subsidy system.
The initiative was filed by seven Members of Parliament from the New Left party, led by MPs Hüseyin Zeybek and Nasos Iliopoulos, who are seeking detailed government clarification on the operation and oversight of the system.
Unanswered Questions on Land Declarations and Subsidy Allocation
According to the MPs, previous parliamentary interventions addressing the Technical Solution mechanism have remained unanswered despite the seriousness of the allegations raised. These include concerns over livestock farmers receiving public grazing land in geographically distant regions and potential inconsistencies between declared livestock numbers and actual agricultural production.
The lawmakers emphasize that no detailed data has been submitted to date regarding cross-checks, on-site inspections, regional livestock fluctuations, transfer of subsidy rights, or the use of privately owned grazing land.
They also point to a lack of information on producers who have ceased submitting the Unified Application for Agricultural Aid (EAE), as well as the relationship between declared livestock numbers and actual milk and meat production.
Concerns Over Transparency and EU Compliance
The MPs argue that the absence of detailed responses raises serious concerns about transparency in the management of EU agricultural funds, as well as the reliability of Greece’s inspection mechanisms, particularly those overseen by the Hellenic Payment Authority for Common Agricultural Policy Aid Schemes (OPEKEPE).
They further warn that insufficient oversight could expose Greece to potential financial corrections or penalties from European Union institutions.
Request for Government Clarification
In their new parliamentary question, the MPs request clarification on why the requested data has not been submitted, whether responses have been received from the Independent Authority for Public Revenue (AADE), and they reiterate their earlier demands for comprehensive disclosure of relevant agricultural subsidy data.
The issue continues to draw political attention amid ongoing debates in Greece over agricultural subsidy distribution, land classification practices, and compliance with EU Common Agricultural Policy rules.
