ECRI assesses Greece’s progress on anti-racism and tolerance measures

On February 19, 2025, the European Commission against Racism and Intolerance (ECRI) released its assessment of Greece’s implementation of the key recommendations outlined in its 6th country report from September 2022.

On February 19, 2025, the European Commission against Racism and Intolerance (ECRI) released its assessment of Greece’s implementation of the key recommendations outlined in its 6th country report from September 2022.

While ECRI acknowledged some positive steps taken by Greece, it emphasized that many commitments have not yet been translated into concrete action.

Shortcomings and Partially Implemented Recommendations
🔹 Ombudsman Institution:
ECRI welcomed Greece’s efforts to strengthen the Ombudsman institution. However, the legal framework allowing the Ombudsman to act as amicus curiae (friend of the court) in judicial cases has not yet been implemented.

🔹 Intersex Individuals:
ECRI recognized notable progress in addressing issues concerning intersex individuals but noted that Greece has only partially implemented its recommendations in this area.

🔹 Racism in Policing and Hate Speech:
In its 2022 report, ECRI expressed concerns over systemic racism in law enforcement and the prevalence of hate speech in Greece. The new assessment highlights that hate speech continues to be an issue, sometimes even coming from politicians and state officials.

Discrimination Against the Turkish Minority in Western Thrace
The Federation of Western Thrace Turks in Europe (ABTTF) actively contributed to ECRI’s 6th country report by submitting written reports on discrimination, racism, and hate speech against the Turkish minority in Western Thrace.

📌 During ECRI’s visit to Greece in November 2021, ABTTF raised concerns on:
✔ Denial of Turkish identity
✔ Violations of freedom of association and religious freedom
✔ Discriminatory practices in education
✔ Hate speech and hate-motivated attacks

Conclusion
ECRI acknowledged some progress made by Greece but stressed that significant gaps remain in the implementation of anti-racism and anti-discrimination policies. The Commission urged Greek authorities to take more concrete measures to combat racism, hate speech, and discrimination effectively.
