Greece leads EU in 5G coverage, makes strides in digital transformation
Greece is emerging as a digital frontrunner in the European Union, particularly in 5G network coverage, according to the European Commission’s annual Digital Decade report for 2025. Based on 2024 data, the report highlights Greece's remarkable progress in digital infrastructure and technology adoption, the Ministry of Digital Governance announced on Thursday.
The country achieved a 5G network coverage rate of 99.80% in 2024, one of the highest in the EU, far surpassing the EU average of 94.35%. This marks a dramatic improvement from 2019, when Greece’s 5G coverage stood at 0%.
Greece has also shown significant advances in Very High Capacity Networks (VHCN) and Fiber to the Premises (FTTP), both of which increased from 0% in 2019 to 46.1% in 2024. These growth rates — 19.9% annually — exceed the EU averages of 4.9% for VHCN and 8.4% for FTTP. However, the absolute coverage still lags behind the EU averages of 82.49% and 69.24%, respectively. The ministry noted that strong private-sector investment is expected to help close this gap.
The country also recorded meaningful progress in the digital transformation of small and medium-sized enterprises (SMEs), with 53.4% reaching at least a basic level of digital intensity in 2024 — a 13.9% year-on-year increase. Despite this improvement, the Ministry emphasized the need for continued efforts to meet EU averages in this area.
In artificial intelligence adoption, Greek businesses more than doubled usage rates from 4.0% in 2023 to 9.8% in 2024. Reflecting this momentum, Greece was selected to host one of the first seven AI Factories out of a total of 13 planned across the EU.
The Ministry of Digital Governance hailed the results as proof that “Greece is no longer lagging but leading” in several key areas of digital modernization.
