Workplace harassment complaints in Greece surged sharply over the past two years, more than doubling to 318 cases in 2024 from 151 in 2022, according to the Labor Inspectorate’s annual report released on Friday.

The majority of reported cases — about 78% — involved “mobbing,” a form of verbal, psychological, or moral harassment. Inspectors noted a shift in harassment patterns, with incidents of employer-driven “vertical mobbing” declining, while cases of “horizontal mobbing” between colleagues have risen significantly.

Among complaints involving co-workers, 33% targeted individuals in management positions, while 26% concerned colleagues at the same level within the workplace hierarchy.

From January 2024 through October 2025, labor authorities carried out 1,806 workplace inspections and received 374 harassment-related complaints, underscoring continued vigilance on the issue.

Georgia Vazaki, head of the Labor Inspectorate’s Violence and Harassment Monitoring Unit, said that 31% of cases were resolved through mediation, allowing parties to avoid lengthy court proceedings.

“Violence and harassment are now recognized psychosocial risks with an institutional protection framework,” Vazaki told the Athens-Macedonian News Agency (AMNA). “The framework is strong, and no one should be afraid.”

Greek law requires all companies with more than 70 employees to integrate anti-harassment policies into their workplace regulations. In 2024 alone, 299 such internal regulations were officially submitted to the Labor Inspectorate.
