Crete records Greece’s highest workplace complaint rate
Crete recorded Greece’s highest rate of workplace violence and harassment complaints in 2025, with 15.39 cases per 1,000 workers, compared with a national average of 1.19, according to the Labor Inspection Authority’s annual report.
Western Greece and the Ionian Islands followed with 7.06 complaints per 1,000 workers.
Complaints rise nationwide
A total of 455 workplace violence and harassment disputes were recorded across Greece in 2025, up 43% from the previous year.
Psychological and verbal violence accounted for 79% of cases, while 15% involved combined physical, psychological and verbal violence. Sexual harassment represented 6%.
In 73% of cases, the accused person had a direct hierarchical relationship with the complainant.
Tourism among key concerns
Authorities and labor representatives link Crete’s high rate partly to its tourism-driven labor market, where seasonal employment, temporary contracts and high staff turnover are widespread.
Labor representatives also say the rise in complaints may reflect greater willingness among workers to report incidents rather than a similar increase in actual cases.
Among workers aged 25 to 34, the share of complaints rose from 14% in 2024 to 21.8% in 2025.
Women dominate sexual harassment cases
Women accounted for 89% of sexual harassment victims in 2025, while men represented 11%. Among those accused, 90% were men and 10% were women.
Labor representatives are urging workers to report violence, harassment and bullying to the Labor Inspectorate, unions or labor centers, stressing the importance of safe and dignified working conditions.
