Paper traffic tickets will soon be a thing of the past, as the Ministry of Digital Governance has introduced a new bill titled “Digital Enhancement of Road Safety and Other Provisions,” currently open for public consultation.

Under the proposed law, the issuance and delivery of traffic fines will take place entirely through the Unified Electronic System (EHS) for recording and managing road traffic violations and fines.

According to Article 11 of the draft law, violations will be recorded and approved digitally through the EHS platform, which will be fully integrated with the Hellenic Police’s “Police on Line” information system. When a violation is detected, the fine will be sent directly to the driver or vehicle owner via their digital citizen inbox and SMS notification.

If the offense is linked only to a vehicle’s license plate, the fine will be issued to the registered owner or, in the case of co-ownership, to the person listed first on the registration. Owners will have seven days to declare another driver responsible via the Gov.gr Wallet or in person. If no declaration is made, the owner will be held liable.

Drivers will also be able to submit appeals electronically within three days of notification. The process includes digital authentication, document uploads, and even online hearings via videoconference. Appeal outcomes will be delivered through the citizen’s digital inbox.

Penalty points for confirmed violations will automatically be recorded in the Driver Behavior Control System (SESΟ), which is now linked to the new electronic platform.

The measure aims to streamline procedures, reduce administrative costs, and strengthen road safety through digital efficiency and transparency.
