Report: Greece’s pushbacks of refugees an organized state policy

The Greek Council for Refugees (ESP) has published a report titled "At Europe’s Borders: Impunity in Pushback Practices," highlighting Greece’s pushback operations against irregular migrants at the Evros River border as an “organized state policy.”
Based on victim testimonies and substantial evidence, the report reveals that Greek authorities unlawfully detain migrants and use state resources to carry out pushback operations, forcing refugees back to Türkiye. These operations frequently involve violence, theft of personal belongings, and detention under inhumane conditions.
The report further alleges that civilians participate in some stages of the pushbacks, acting on orders from Greek officials. Refugee children are also subjected to mistreatment and abuse during these processes. Despite overwhelming evidence, including testimonies and documented cases, the report notes a lack of criminal investigations or accountability for those responsible.
The ESP asserts that these practices reflect not just Greece’s border strategy but also align with broader EU migration policies. Recommendations include creating safe migration pathways, ensuring independent investigations into pushbacks, and implementing mechanisms to protect refugee rights within the EU framework.
