New announcements on fine collection from foreign drivers at the borders

At the KEDE Conference in Dedeağaç, the Minister of Digital Governance, Dimitris Papastergiou, presented key points of the Ministry’s digital strategy regarding local government, focusing on financial support for municipalities and new policy announcements.

Unified System for Traffic Fine Collection

Papastergiou announced the creation of a national digital platform for managing all traffic fines across Greece. He emphasized that the collection rate of traffic fines remains a major issue for municipalities — only less than €40 million are collected annually out of €100–110 million in fines.

Under the new system, once a citizen receives a notification through their digital mailbox and fails to pay, the fine will be automatically transferred to the Independent Authority for Public Revenue (AADE) for collection. The collected funds will then be allocated to municipalities, boosting their revenues.

This initiative will be supported by the installation of 2,500 new cameras across the country. Additionally, the system will be linked to customs checkpoints, preventing vehicles with foreign license plates from leaving Greece if they have unpaid fines.

Expansion of Television Signal Coverage

The Minister also announced that a tender is now open for the first 54 new installations providing free television signal access in remote areas such as Evros, Eastern Macedonia–Thrace, and the North and South Aegean. The project includes a 100% expansion option to cover additional requests across the country in the coming year.

Clarifications on the Hellenic Post (ELTA)

Papastergiou clarified that the Ministry of Digital Governance is only responsible for funding ELTA’s Universal Service Obligation, without any operational or administrative authority over the organization. He described the company’s recent communication strategy as “tragic” and urged ELTA’s management and the Hellenic Corporation of Assets and Participations to ensure postal services remain available throughout the country.

Digital Platforms for Local Governments

The Minister also presented several digital tools developed to support municipal operations:

e-Dieleusis: A unified platform for coordination between municipalities and utility companies to avoid miscommunication and prevent unnecessary roadworks after resurfacing.

Performance Platform: Enables digital notifications through citizens’ digital mailboxes, eliminating the costs and inefficiencies of registered letters.

Automated Seizure Platform: A free tool that automates procedures related to public revenue collection and asset seizures.

He also mentioned progress on platforms for undeveloped land registration, and the MyCoast and MyStreet programs for organizing public and coastal spaces.

“Digital Greece Starts from Meriç”

Deputy Minister Christos Dermendzopoulos emphasized that “Digital Greece starts from Meriç,” highlighting the region’s growing attractiveness for investment. He announced the continuation of Smart Cities programs and the broad application of Artificial Intelligence (AI) — including AI-assisted border security systems. Dermendzopoulos also stressed collaboration with municipalities for data analysis and correction of local inequalities, aiming to improve citizens’ quality of life.
