Minimum wage bill submitted to Parliament

The Ministry of Labor and Social Security has introduced a bill to Parliament titled "Incorporation of Directive (EU) 2022/2041 of the European Parliament and Council of October 19, 2022, on adequate minimum wages in the European Union - Adjustment of public sector wages - Regulations for setting minimum wages for the years 2025, 2026, and 2027."
According to the accompanying Regulatory Impact Assessment, the Directive aims to:
Ensure Adequate Minimum Wages
Minimum wages must be fair, reflecting the distribution of wealth in member states, and ensure a decent standard of living for full-time employees.
Strengthen Collective Bargaining
Member states where less than 80% of workers are covered by collective agreements must establish a framework to promote such bargaining and draft an action plan. This aligns with the Directive’s observation that countries with higher collective bargaining coverage often experience fewer low-wage workers and higher minimum wages.
Enforce National Wage Frameworks
Ensure proper application of minimum wage regulations, addressing issues like false self-employment in collaboration with social partners.
Transparent Wage Determination
Set wages in a clear and predictable manner, respecting national practices and the autonomy of social partners.
The bill will be reviewed by the relevant parliamentary committee starting Tuesday, November 26, 2024.
