Greece plans over €25 billion in defense procurement by 2036

Greece is preparing an extensive defense procurement plan exceeding €25 billion by 2036, including new submarines, F-35 fighter jets, and missile systems.

According to three senior officials who spoke to Reuters, this 12-year plan is expected to be submitted to parliament in the coming weeks. The modernization program includes new submarines, drones, fighter jets, and satellite systems, aiming to bolster Greece’s military capabilities.

Rising Defense Spending and Strategic Goals
This large-scale rearmament effort follows Greece’s recovery from its 2009-2018 financial crisis and is part of its military modernization strategy. It also seeks to maintain strategic balances in the region and counter Turkey’s military strength.

Greece currently allocates approximately 3% of its GDP to defense, nearly double the EU average. Amid rising global security threats and NATO-related uncertainties, Greece’s ambitious plan has drawn attention.

Comprehensive Modernization and Acquisitions
The defense procurement plan includes:

  • Four new submarines
  • Next-generation fighter jets
  • Naval and submarine drones
  • A new military communication satellite

Two officials noted that a significant portion of the budget will go toward the “Achilles’ Shield” anti-air and anti-drone defense system and the purchase of 20 F-35 fighter jets from the U.S.

Additionally, Greece will:

  • Upgrade its F-16 fleet to "Viper" level
  • Modernize four German-built MEKO 200 frigates
  • Build six large patrol ships or corvettes in Greek shipyards
  • Long-Range Missile Systems and Border Security

The plan also includes long-range missile systems with a 300 km range, intended to strengthen security along Greece’s northeastern border with Turkey and the Aegean islands.

Experts suggest this massive defense program will enhance Greece’s military deterrence while also strengthening its strategic position within NATO and the EU. The plan is set to be reviewed and approved by parliament in the coming weeks.
