Saudi Arabia has expanded access to its only alcohol store in Riyadh, allowing non-Muslim foreigners holding Premium Residency permits to purchase alcoholic beverages, according to media reports and customer accounts.

Although no official announcement has been made, the change has drawn long queues to the discreet, unmarked outlet in the capital’s Diplomatic Quarter. The store, which opened in January 2024 for non-Muslim diplomats, is now also serving eligible foreign residents.

Customers described strict security measures, including eligibility checks, frisking, and a ban on phones and cameras inside. Staff also inspect eyewear to ensure visitors are not wearing smart glasses. Several customers, speaking anonymously, said prices were high, with diplomats exempt from taxes but Premium Residency holders required to pay them.

Saudi Arabia has banned alcohol since the early 1950s and continues to prohibit its sale to the general public. The limited opening is widely seen as a cautious step as the kingdom pursues social and economic reforms under Crown Prince Mohammed bin Salman to attract investment and tourism.

The Premium Residency programme targets investors, entrepreneurs and highly skilled professionals, offering benefits such as property ownership and business rights without the need for a local sponsor.

Reuters reported in November that Saudi Arabia plans to open two additional restricted-access alcohol stores in Jeddah and Dhahran by 2026. Saudi officials have repeatedly said there are no plans to lift the nationwide ban on alcohol sales.
