Saudi Arabia to open capital market to all foreign investors
Saudi Arabia will open its capital market to all categories of foreign investors from Feb. 1, 2026, after the Capital Market Authority (CMA) approved new regulations, the authority said on Tuesday.
The changes remove the Qualified Foreign Investor (QFI) framework for the main market, allowing non-resident foreign investors to invest directly without meeting previous qualification requirements.
The CMA said the move follows its gradual approach to liberalising the market and builds on earlier reforms aimed at increasing openness and attracting foreign capital.
The decision comes as the oil-rich kingdom continues broader economic and social reforms under its Vision 2030 programme, including increased investment in infrastructure, sports, arts and emerging industries such as gaming.
