Western Thrace Minority Rights Case raised again in Strasbourg over unimplemented ECHR rulings
Rodopi Turkish Women’s Cultural Association delegation has brought renewed attention in Strasbourg to long-unimplemented European Court of Human Rights (ECHR) rulings concerning Turkish minority associations in Greece, ahead of the upcoming Council of Europe Committee of Ministers meeting.
The visit took place between May 18–20, 2026, led by association president Hülya Emin and legal advisor attorney İlker Çavuşoğlu.
The delegation conducted a series of meetings in Strasbourg, France, focusing on the enforcement of ECHR judgments that have remained unimplemented for 18 years, particularly in cases collectively referred to as the “Bekir Usta Group.”
These cases include rulings concerning Turkish Union of İskeçe, Gümülcine Turkish Youth Association, and Meriç Minority Youth Association, which were found by the ECHR to involve violations of freedom of association rights.
According to the delegation, despite repeated rulings by the European Court of Human Rights, Greece has not fully implemented the decisions, resulting in ongoing legal and institutional disputes.
During the Strasbourg meetings, the delegation met with representatives of the Council of Europe’s execution bodies and officials from member states, reiterating their demand for full and unconditional implementation of the rulings.
The issues were also discussed with Türkiye’s Permanent Representative to the Council of Europe, Ambassador Nurdan Bayraktar Golder.
The delegation emphasized that enforcement of the judgments is essential for safeguarding fundamental rights and restoring legal recognition to minority associations in Western Thrace.
