Three bidders enter first stage of Dedeağaç airport concession tender

Three investment groups have submitted expressions of interest in the international tender for the concession of 22 regional airports in Greece, including Alexandroupoli “Demokritos” Airport.

The tender covers the management, operation, development, expansion, maintenance and commercial exploitation of the 22 airports, which are currently managed by Greece’s Civil Aviation Authority.

The airports are being offered as a single package and include facilities in Alexandroupoli, Lemnos, Chios, Ioannina, Paros, Naxos, Sitia and Skyros, among others.

THREE INVESTMENT GROUPS SUBMIT EXPRESSIONS OF INTEREST
According to the Hellenic Growth and Development Fund, three investment groups submitted expressions of interest by the September 30 deadline:

  • Athens International Airport S.A.
  • The consortium of GEK TERNA S.A. and GMR Airports Greece Single-Member S.A.
  • The consortium of Fraport AG and Delta Airport Investments S.A.
  • The tender process began in April 2026 and is being conducted in two stages.

The concession is expected to run for approximately 40 years. Following the initial expression-of-interest stage, qualifying bidders will be invited to submit binding financial offers in the second phase.

NEXT STEP: PRE-QUALIFICATION
The Hellenic Growth and Development Fund will now evaluate the submitted applications against the tender's pre-qualification criteria.

Investment groups that meet the requirements will advance to the second stage, where they will be invited to submit financial bids for the concession.

The inclusion of Alexandroupoli “Demokritos” Airport in the package means that the outcome of the tender could have a long-term impact on the management, development and infrastructure of the airport in Dedeağaç (Alexandroupoli).
