The construction of the new railway line between Nea Karvali and Toxotes Xanthi has been officially awarded to TERNA, following a decision by ERGOSE, as published on Greece’s Diavgeia transparency platform. The project has a budget of €192.5 million and is fully funded through the Connecting Europe Facility (CEF) 2021-2027.

Competitive Tender & Project Scope
The tender process began on September 3, 2024, with five contenders bidding for the project. TERNA emerged as the lowest bidder, offering a 27.63% discount on the initial budget.

The project includes the construction of infrastructure, superstructure, and railway stations along a new single-track railway line stretching approximately 32 km from Nea Karvali to Toxotes (Xanthi region). Additionally, a 5.3 km branch line will be built to connect Nea Karvali to the new commercial port of Kavala.

Strategic Importance for Greece & the Balkans
This new railway connection will integrate the Kavala commercial port with Northern Greece’s railway network, further enhancing its links with neighboring countries. The project is commissioned by ERGOSE, a key authority in Greek railway infrastructure development.

The railway line is of strategic importance for both Greece and the broader Balkan region, as it contributes to the completion of the Baltic-Black-Aegean (BBA) Corridor, a key European transport route.

By connecting Kavala’s port to Greece’s railway network, this project plays a crucial role in European transport logistics, strengthening multimodal freight transport across the continent.

The railway line is integrated into the Three Seas Initiative (Baltic, Black, and Adriatic Seas), a major European infrastructure initiative that Greece recently joined. With the extension of this corridor to the Aegean, the project has attracted significant interest from Balkan and EU nations, further enhancing regional connectivity.

Largest Railway Project in Greece in a Decade
This railway connection marks the most significant railway infrastructure project in Greece in the past 10 years. Its completion will boost trade, logistics, and transport efficiency across Europe, reinforcing Greece’s role in regional and international supply chains.
