ABTTF president says ‘serious gap’ remains between Greece’s rhetoric and reality on minority rights
European Western Thrace Turkish Federation (ABTTF) President Halit Habipoğlu has criticized what he described as a significant gap between Greece’s public commitments to democracy, human rights and the rule of law and the treatment of the Turkish minority in Western Thrace.

In a statement published on October 27, Habipoğlu responded to remarks by Greek President Konstantinos Tasoulas on democratic principles and fundamental rights, arguing that these values must be reflected in practice rather than remain political rhetoric.

Habipoğlu said democracy, human rights and the rule of law form the foundation of Europe, but argued that the situation in Greece does not match the picture presented in the president’s remarks.

ABTTF HIGHLIGHTS UNIMPLEMENTED ECHR RULINGS

Habipoğlu pointed to what he described as longstanding rights violations and discrimination affecting the Turkish minority in Western Thrace. He specifically highlighted judgments by the European Court of Human Rights (ECHR) concerning associations included in the Bekir-Usta and Others group of cases.

According to Habipoğlu, the judgments have remained unimplemented for approximately 19 years. He argued that Greece’s failure to execute the rulings undermines its obligations under the European Convention on Human Rights and the principle of the rule of law.

The Bekir-Usta and Others cases concern the registration and recognition of associations whose names refer to the Turkish minority in Western Thrace. The implementation of the relevant ECHR judgments has been a longstanding issue between minority representatives and the Greek authorities.

CALL FOR RIGHTS TO BE RESPECTED IN PRACTICE

Habipoğlu said members of the Western Thrace Turkish minority continue to seek the exercise of rights they say are guaranteed under international law.

He argued that official statements supporting democracy, human rights and the rule of law would remain merely rhetorical unless accompanied by practical steps to address the issues raised by the minority.

The statement renews attention to the longstanding dispute over the implementation of ECHR judgments concerning minority associations in Greece and the broader question of how international human rights commitments are reflected in domestic practice.
