Gümülcine explores Italian urban mobility solutions to improve accessibility

The Municipality of Gümülcine (Komotini) is exploring new approaches to parking management, traffic planning and accessible public spaces following a knowledge-exchange visit to Ferrara, Italy, under the European Urban Initiative’s City-to-City Exchange programme.

The second exchange meeting under the project “Parking, Accessibility and Mobility Innovation for Inclusive Cities” took place from October 20 to 22, bringing together representatives from Gümülcine, Ferrara and Dubrovnik, Croatia. The meeting followed an earlier session hosted in Gümülcine in September.

Discussions focused on practical ways to improve urban mobility, make public spaces more accessible and manage parking more efficiently, with the participating cities sharing experience that could inform future planning in Gümülcine.

Digital parking enforcement and smarter traffic management
One of the main topics was the use of digital tools to monitor parking and improve the management of urban traffic.

Participants examined the FALCO system, which uses cameras to automatically recognise vehicle number plates and check whether parking fees have been paid or valid permits are in place. Potential violations are flagged for subsequent verification by authorised personnel, helping streamline enforcement and parking management.

The discussions also covered parking-space organisation, pricing policies and the use of digital tools in urban planning.

Ferrara’s approach to managing major events
Ferrara presented its transport arrangements for large outdoor concerts at Giorgio Bassani Park, highlighting the planning used for two performances by Italian singer Vasco Rossi in June 2026.

According to figures provided by the Municipality of Ferrara, the two events involved the management of 16,830 vehicles, while more than 26,000 people travelled using 35 buses.

The arrangements included peripheral parking areas, targeted traffic restrictions, dedicated bus services and enhanced rail connections to facilitate the safe arrival and departure of large crowds.

The experience demonstrated how advance planning and coordination between transport operators and public authorities can help reduce congestion in historic city centres while accommodating major cultural events.

Accessibility, cycling and urban regeneration
Field visits and thematic workshops also examined improvements to public spaces, cycling infrastructure, accessible urban design, environmental protection and climate adaptation.

A central issue was how to balance the needs of residents, visitors and different users of public spaces while making streets safer and more inclusive.

The participating cities discussed approaches to urban regeneration and sustainable mobility, with a view to identifying practices that could be adapted to local conditions rather than applying a single model to every city.

European cooperation to inform Komotini’s urban planning
The Municipality of Gümülcine took part in the exchange to contribute its own experience and learn from approaches implemented in other European cities.

Cooperation between Gümülcine, Ferrara and Dubrovnik provides an opportunity to assess different solutions and explore their potential application to the needs of each municipality.

According to the municipality’s announcement, participation in the City-to-City Exchange programme highlights the importance of cooperation and knowledge-sharing between European cities in creating public spaces that are safer, more sustainable and accessible to everyone.

The initiative forms part of a broader effort to improve everyday urban life through more inclusive transport planning, better parking management and public spaces designed around the needs of local communities.
