Urban planning services transferred from municipalities to Hellenic Cadastre – Building permits to go fully digital
The Greek government is moving urban planning services (Υ.ΔΟΜ.) from municipal control to the Hellenic Cadastre S.A., while introducing a fully digital system for issuing building permits. The reform aims to cut bureaucracy and curb corruption, following consistently poor evaluations of planning departments by citizens.
Prime Minister Kyriakos Mitsotakis announced the initiative during his speech at the Selanik International Fair 2025.
“From centers of bureaucracy or corruption, they will now serve their true purpose,” he emphasized.
The integration process, which includes the issuing and monitoring of construction permits, is now entering its final stage.
A key innovation of the reform is that all permits will be issued digitally, strengthening transparency and efficiency.
The move follows a nationwide evaluation of public services, where not a single urban planning office managed to achieve a passing score. The highest-rated service scored just 4.9 out of 10.
