How the Time Change Was Established Daylight saving time is based on a system designed to make better use of natural daylight to conserve energy. In Greece and Europe, daylight saving time lasts for seven months, while winter time—also known as solar time—begins on the last Sunday of October and lasts for five months.

The first reference to the use of daylight saving time was made by Benjamin Franklin in a letter published in a French newspaper. While the letter did not directly mention changing the clocks, Franklin suggested that people wake up one hour earlier to make better use of natural light.

Global Use of Time Changes Today, the practice of changing the time is followed by only a small percentage of the global population, as most Asian and African countries do not adhere to this measure. Many other countries have either already abolished it or are planning to do so.

In 2021, the European Union decided to abolish the mandatory time change, allowing member states to choose whether to permanently adopt daylight saving time or winter time. In Greece, discussions on the matter have been postponed indefinitely.
