Greece has introduced a new framework governing the annual clearing of plots, extending deadlines and revising penalties as part of efforts to strengthen wildfire prevention.

The measures were set out in a joint ministerial decision signed by Climate Crisis and Civil Protection Minister Evangelos Tournas, implementing provisions of Law 5281/2026, titled “Active Battle”.

Under the new rules, property owners, tenants and users are required to complete plot clearing and submit a declaration between April 1 and June 15 each year—a unified 76-day deadline replacing previous arrangements. Declarations must be filed via the online platform akatharista.gov.gr.

The reform aims to prioritize prevention over penalties, encouraging voluntary compliance while reinforcing fire safety measures in urban and peri-urban areas.

Mandatory clearing includes removing dry vegetation, flammable materials, waste and dense growth, with the obligation applying to plots within city plans, settlements, and areas within 100 meters of residential zones, as well as built properties خارج planning zones not covered by forest legislation.

Fines for non-compliance have been increased to €1 per square meter, with a minimum of €200 and a maximum of €2,000, while property owners may also be charged for municipal intervention if authorities carry out the clearing.

At the same time, penalties for failing to submit declarations have been reduced to €500 where no clearing has taken place and €100 where clearing was completed but not declared.

The new framework also introduces safeguards, including prior notification before fines are imposed, a 50% reduction in penalties for late compliance, and personal notification of sanctions to ensure transparency.

Additional provisions allow for in-person submission of declarations in specific cases, such as for elderly citizens or individuals unable to access the digital platform.

The reforms follow consultation with stakeholders, including POMIDA, which contributed proposals aimed at improving the system’s practicality and fairness.

With the fire season running from May through October, authorities are urging property holders to comply promptly, stressing that proper maintenance of plots is critical to protecting lives, property and the environment.
