Environment and Energy Minister Stavros Papastavrou presented the initiative on Monday during a session of the parliamentary Standing Committee on Production and Trade, where lawmakers reviewed a broad energy reform bill focused on accelerating the country’s green transition.

Expanding access to household energy production

The proposed legislation incorporates key European Union directives on renewable energy, including EU Directives 2023/2413 and 2024/1405, with partial inclusion of Directive 2024/1788. The bill updates Greece’s regulatory framework with new targets, simplified permitting procedures, and revised definitions aimed at expanding renewable energy adoption.

At its core, the reform seeks to make it easier for households to install small-scale solar systems, including compact photovoltaic panels designed for balconies—an option increasingly popular across Europe’s urban areas.

“The sun and the wind belong to everyone,” Papastavrou said, framing the policy as a step toward broader energy access and lower dependence on large-scale energy producers.

Greece already a renewable energy leader

Greece has significantly expanded its renewable energy capacity in recent years. Of the country’s 18 gigawatts of installed renewable energy capacity, 9.2 gigawatts are connected through the low- and medium-voltage grid operated by the Hellenic Electricity Distribution Network Operator (HEDNO), which serves households and small businesses.

According to the minister, more than 80,000 small-scale renewable installations are already in operation nationwide, placing Greece among the leading European countries in distributed renewable energy use.

Reducing bureaucracy and boosting participation

The new framework aims to further simplify procedures for installing solar systems and improve transparency in approvals, encouraging wider citizen participation in energy production.

Officials say the goal is to provide “accessible and abundant energy” through a diversified energy mix, while reducing reliance on imported fossil fuels and strengthening energy security for households and businesses.
