Former Greek Prime Minister Alexis Tsipras has announced a broad “shadow government” structure composed of sectoral policy teams covering all major areas of public policy, in what is presented as an effort to strengthen the opposition’s programmatic profile and organizational capacity.

The structure is organized into thematic pillars, including Labour and Social Policy, Fair Development, Strong Democracy, Crisis Resilience, Digital Sovereignty, and Foreign Policy & Defence. Each policy field is assigned a head (sectoral coordinator) and, in most cases, one or more deputy coordinators.

Social policy and public services

In the social policy cluster, labour lawyer Dionysis Teboneras leads the Labour portfolio, with Nektaria-Eleftheria Angelaki as deputy.

In Health, surgeon Spyros Dritsas is appointed head, with physician Giorgos Moulbasakos as deputy.

Education is led by academic Ioanna Laliotou, supported by educator Panagiotis Kassianos. The Culture portfolio is assigned to actor Charis Mauroudis with visual artist Eva Rentzou as deputy.

Justice, governance and rights

In the “Strong Democracy” pillar, judge Maria Leventioti leads the Justice, Institutions and Rights portfolio, with lawyer Christina Tsagli as deputy.

Local government is coordinated by former mayor Giorgos Ioaquimidis with former mayor Apostolos Kalogianis as deputy. Public administration is led by bureaucrat Giorgos Theodorakis.

Economy, development and infrastructure

In the “Fair Development” cluster, economist Frangiskos Koutentakis heads the Finance portfolio, with Giorgos Pappas as deputy.

Economist Giorgos Petrakos leads Development, with legal expert Argyris Bentenotis and trade specialist Evangelos Poulis supporting. Tourism is led by Giorgos Konstantinidis, while shipping policy is coordinated by Giannis Salpeas with Maria Kamma responsible for island policy.

Agricultural policy is headed by farmer Thomas Moschos with agronomist Spyros Kintzios as deputy.

Environment, crisis management and infrastructure

Energy and environment are led by researcher Kostas Lagouvardos, while climate crisis and civil protection is assigned to Manolis Pleiwnis.

Migration policy is led by senior police official Zacharoula Tsirigoti.

Infrastructure, transport, and other crisis-related sectors are also distributed among specialized coordinators, reflecting a technocratic approach to policy design.

Foreign policy, defence and security

Foreign policy is led by Charis Tzimiras, with European affairs and additional coordination roles assigned to experienced diplomats and academics.

Defence is headed by former military chief Christos Christodoulou, while public order is assigned to police official Marinos Skandamis.

Political message and structure

The overall structure is presented as a comprehensive “policy government in waiting,” combining experienced political figures with academics, professionals, and civil society representatives. It is divided into structured thematic clusters intended to mirror ministerial portfolios, signaling an effort to present a fully developed governing alternative.

Senior coordination roles include former minister Kostas Gavroglou, with additional responsibilities assigned for political planning, legal affairs, and strategic communication within Tsipras’ broader political office.
