Zeybek questions delays in 2025 OSDE farm declarations

Hüseyin Zeybek, Member of Parliament for Xanthi with the New Left Party, has submitted a written question to the Ministry of Rural Development and Food regarding delays in the 2025 OSDE (Integrated Administration and Control System) farm declarations.

Zeybek pointed out that the online system has yet to open, no official announcements have been made, and no circulars or instructions have been issued to facilitate the process.

Acting in his capacity as the party’s Agricultural Policy Coordinator, Zeybek reminded the Ministry of its public commitment that OSDE applications would begin in April. However, he noted that it is now May and no concrete progress has been made.

“This delay is entirely the responsibility of the government,” he said.

Zeybek also criticized the government for failing to resolve the long-standing structural issues within OPEKEPE, the agency overseeing the program. Despite the Minister’s previous pledges to improve the situation, no action has been taken, leaving producers at risk.

“Submitting the 2025 OSDE application is a prerequisite for support payments to producers,” Zeybek emphasized. “Delays in the process place producers in a position of financial risk.”

In his parliamentary question, Zeybek asked the following:

  1. Why has the government failed to fulfill its commitment to launch OSDE 2025 applications in April?
  2. When is the system expected to go live?
  3. Have the necessary circulars been published to ensure accurate OSDE applications and avoid support payment losses? If not, when will they be issued?
  4. What measures are being taken to regulate Declaration Submission Centers, ensure transparency during the application process, and protect farmers from unjustified service fees?

Zeybek called on the Ministry to act swiftly to protect the interests of agricultural producers, who are already facing economic pressures amid broader uncertainties in the agricultural sector.
