The completion of the evaluation process of supporting documents for participation - technical offer and financial offer and the selection of a temporary contractor for the project "Transportation and distribution of water from the Nestos River to the plain of Xanthi for irrigation purposes", which will be implemented as a PPP project, included in the Water program 2.0., announced the Minister of Rural Development and Food, Kostas Tsiaras , the Deputy Minister of National Economy and Finance, Nikos Papathanasis, the Deputy Minister of Rural Development and Food, Dionysios Stamenitis, and the Secretary General of Union Resources and Infrastructure of the Ministry of Rural Development and Food, Dimitris Papagiannidis .

GEK TERNA S.A. was selected as the Temporary Contractor for the project, with a budget of €169,500,000 (plus VAT) in terms of net present value, with parallel financing of €51,000,000 from the Recovery and Resilience Fund, i.e. a total of €220,500,000.

The project in question is the second PPP project in a row and the largest of the Water 2.0 program for which the very important process of selecting a temporary contractor is completed.

The project includes the preparation of all the required studies as well as the construction, financing, maintenance and operation of water abstraction projects from the Nestos River (Toxoton Dam) and its disposal in the eastern plain of Xanthi, which presents the most serious waterlogging problems in Greece , for servicing the irrigation needs of approximately 56,000 acres.

Project Technical Characteristics

The duration of the Partnership Agreement is twenty-five years including the construction time of the project.

In summary, the scope of the Partnership Agreement concerns the implementation of the following infrastructures:

Of the main water transfer projects of the eastern plain of Xanthi (main projects), which include:

Improvement interventions and upgrades of Toxotes water abstraction projects   

Repair of the lining of the existing eastern feeder canal from its head (downstream of Toxotes water intake works)

New transmission canal of trapezoidal cross-section, variable flow, including the accompanying technical works of its operation

Two pumping stations and two reforming tanks

The water transport and distribution projects of the A2 area of ​​the eastern plain of Xanthi in the five rural areas, Myrodato-Avdira-Veloni-Mandra-Pezoula, which include:

Central water transport and distribution pipelines, five (5) pumping stations and seven (7) reforming tanks

Irrigation networks of Myrodatos – Avdira – Veloni – Mandra – Pezoula

The installation of smart irrigation systems (telemetry - remote control systems, electronic irrigation monitoring devices with wireless communication, meteorological stations, quality characteristic measurement systems, etc.).

The first part of the project concerns the implementation of the main water transfer projects of the eastern plain of Xanthi (head projects) and will be delivered complete and operational in 18 months, while the entire project will be completed in 36 months from the signing of the partnership agreement.

With all the above-mentioned interventions under the responsibility of the General Secretariat of Union Resources and Infrastructure of the HYPAAT, in collaboration with the PPP Unit of the Ministry of National Economy and Finance, it is estimated that an improvement in the competitiveness of the agricultural sector and mitigation of the effects of climate change is achieved.

The corresponding procedure for the remaining three irrigation projects of the Water 2.0 program is expected in the coming days.
