Greece’s Independent Authority for Public Revenue (AADE) is set to significantly intensify its fight against tax evasion in 2026 by deploying six new digital enforcement tools, many of which rely on artificial intelligence, predictive analytics, and real-time data monitoring.

According to AADE’s strategic plan, the authority aims to conduct 72,800 targeted audits within the year and collect an additional €2.5 billion in public revenues, creating fiscal space for future tax relief measures.

The new approach marks a decisive shift from traditional, retrospective audits toward preventive, algorithm-driven detection of tax violations, leveraging big data, AI-powered risk analysis, and cross-platform data integration.

Six New Digital Enforcement Tools

1. Digital Delivery Notes and Electronic Invoicing
By 2026, Greece will fully implement digital delivery notes and electronic invoicing systems, enabling real-time monitoring of goods movement. Every transaction will leave a permanent digital footprint, drastically reducing the use of fake invoices or undocumented transport of goods.

2. Digital Customer Registry
Initially applied to vehicle repair services, the Digital Customer Registry will expand in 2026 to sectors such as wedding venues, event services, lighting and sound companies. Each appointment will be digitally logged before any receipt is issued, allowing authorities to monitor market activity proactively.

3. AI-Based Risk Analysis Models
AADE will deploy advanced predictive models, including neural networks and decision trees, combining data from tax records, land registries, banks, business registries, and whistleblower reports. These systems automatically prioritize high-risk cases, maximizing audit efficiency and revenue recovery.

4. Digital ‘Detectives’ and Social Media Intelligence
Tax auditors will increasingly rely on AI-driven social media analysis tools to identify undeclared income, hidden advertising, and unregistered commercial activity on platforms such as Instagram, TikTok, and Facebook. Lifestyle indicators—luxury travel, high-end purchases, or large events—will be cross-checked against declared income.

5. Individual Digital Risk Profiles for Each Tax ID
Using big data analytics, AADE will create a unified digital risk profile for every taxpayer, aggregating income, card spending, bank transactions, property transfers, Airbnb rentals, and social media data. Significant discrepancies will automatically trigger audit alerts.

6. Digital Operations Room with Live Monitoring
AADE’s central Operations Room will utilize real-time traffic and geolocation data from Google Maps to detect businesses with high customer traffic but unusually low reported revenues. When inconsistencies appear, on-site inspections will be activated immediately, replacing random audits with precise, data-driven interventions.

Audit Focus for 2026
Under Decision A.1190/2025, AADE’s operational plan includes:

  • 26,000 income tax audits
  • 25,400 on-site compliance checks
  • 18,000 VAT-focused investigations
  • 2,500 asset and wealth audits
  • 900 major tax evasion investigations targeting large-scale offenders

Priority will be given to cases within the last three to five years to prevent statute-of-limitations losses.

Digital Expansion Already Underway in 2025
AADE’s 2025 performance data highlights rapid digital transformation, including over 181 million digital delivery notes issued, 171,000 on-site inspections, 530,000 violations identified, and the digital handling of millions of tax filings, customs procedures, and citizen services.

Officials emphasize that the expansion of digital enforcement tools has not only improved compliance but also significantly enhanced service delivery for citizens and businesses.
