The Union of Greek Regions (ENPE) has strongly denied allegations linking regional administrations to the recent OPEKEPE scandal over agricultural payments.

In a statement, ENPE stressed that regional authorities play no part in the process of direct agricultural support payments managed by OPEKEPE (the Payment and Control Agency for Guidance and Guarantee Community Aid). “Regions are completely excluded from the distribution of direct support to producers and bear no responsibility whatsoever,” the announcement said.

The statement clarified that farmers have only two options to access subsidies:

  • Apply through Certified Declaration Centers (KYD), which operate independently and have no connection to regional administrations.
  • Log directly into OPEKEPE’s online platform using their personal credentials.

ENPE also addressed references to the Veterinary Database (KBD), noting that it was created strictly for health and veterinary purposes in line with EU regulations, falls under the jurisdiction of the Ministry of Rural Development and Food, and has no relation to agricultural subsidies.

The Union concluded: “Regions have no role, authority, or responsibility in the agricultural support process. OPEKEPE carries out these payments solely through its own procedures. Unless new misinformation arises, we see no reason to issue further statements on this matter.”
