New regulation for foreign-plated vehicles in Türkiye: No exit without payment!

Türkiye is preparing a new regulation to prevent foreign-plated vehicles from leaving the country without paying their toll fees and fines for private highways.
AK Party lawmakers are set to submit a new bill to the Grand National Assembly of Türkiye (TBMM) to ensure that foreign-plated vehicles pay their outstanding toll fees before exiting the country.
Unpaid Toll Fees and New Legal Measures
Authorities have identified that many foreign vehicles use private highways without paying tolls and then leave Turkey, making it difficult to collect these fees.
Currently, foreign vehicles that fail to pay tolls on state-operated highways are prevented from leaving the country. However, no such restriction existed for private highways.
With the new regulation, vehicles that fail to pay tolls on private highways will also be blocked from exiting Turkey.
Toll Fees and Fines to Be Collected at Border Checkpoints
Under the proposed law:
✔ Toll fees and fines will be collected at border crossings.
✔ Vehicles will not be allowed to leave Turkey without settling their outstanding payments.
✔ Drivers will be informed about their debt at the border without requiring a prior official notice.
✔ 60% of collected fees will go to the state budget, while 40% will be transferred to the private highway operators.
This new regulation is expected to prevent revenue losses for private highway operators and establish better control over foreign vehicle traffic in Turkey.
