Greece plans camera-recorded driving tests and paid personalised licence plates
Greece is planning a series of digital reforms covering driving licence examinations and vehicle registration, including audio and video recordings of practical driving tests, random selection of examiners and the option to choose personalised licence plate numbers for a fee.
The programme, being developed by the country’s Ministries of Infrastructure and Transport and Digital Governance, aims to improve transparency in driving tests, reduce bureaucracy and make vehicle-related services more accessible online. The proposals will require the necessary legal changes before implementation.
DRIVING TESTS TO BE RECORDED
Under the proposed system, practical driving examinations would be recorded in both video and audio formats, with the footage stored digitally and made available for inspection when necessary.
Examiners would also be assigned through a random selection process, while candidates would have access to a mechanism for submitting complaints or appeals.
The planned reforms also include digital attendance tracking for theoretical driving lessons and a mobile application allowing candidates to study traffic rules and complete interactive practice tests.
These measures are intended to strengthen oversight of the examination process and improve accountability.
DRIVERS COULD PAY TO CHOOSE LICENCE PLATES
The proposed digital registration system would allow vehicle owners to select personalised licence plate numbers for a fee, subject to availability.
The production and distribution of licence plates would also be tracked digitally, with the new plate management system scheduled to become operational on 15 December 2026, according to the report.
Further details, including the fees and the conditions governing personalised number selection, were not specified in the source report.
MILLIONS OF DIGITAL APPLICATIONS ALREADY PROCESSED
According to the report, Greece’s digital platform for driver and vehicle services has already processed 2.8 million applications.
The platform offers 19 digital services, including vehicle registration, vehicle ownership transfers and driving licence renewals.
The new programme is intended to expand the digitalisation of public services, speed up administrative procedures and improve transparency in driving examinations.
However, the proposed measures remain subject to the completion of the required legislative process. The implementation timetable and final rules will depend on the adoption of the relevant provisions.
