Greece introduces Digital Age Verification for alcohol and tobacco sales

Greece is rolling out a nationwide digital age verification system for alcohol and tobacco sales, becoming one of the first countries in Europe to implement fully digital checks at the point of purchase.

The system, designed to prevent access by individuals under 18, will operate through the government-backed apps Gov.gr Wallet and Kids Wallet.

How the Digital Age Check Works
Under the new regulation, age verification for cigarettes, e-cigarettes, and alcohol will be conducted digitally. At the point of sale, vendors will generate a QR code, which the buyer must scan using the app to confirm their age eligibility.

The system is designed with privacy safeguards: it only confirms whether the sale is permitted, without revealing personal data to the seller.

Nightclub Ban for Minors
The reform extends beyond retail. Individuals under 18 will be completely barred from entering bars and nightclubs across the country.

Special events involving minors will only be allowed under strict conditions and must be pre-declared through a government platform, ensuring tighter oversight of youth participation in nightlife-related activities.

Stricter Oversight of Retailers
As part of the initiative, all alcohol and tobacco retailers will be digitally registered and subject to enhanced monitoring. Authorities say the move aims to improve compliance and reduce illegal sales to minors.

Dimitris Papastergiou emphasized that the system will both protect children and increase transparency and accountability in the marketplace.

Deadline for Businesses
Retailers are required to register in the new system by April 16, 2026. Failure to comply could result in penalties or restrictions on sales.

The government frames the reform as a major step toward public health protection, aligning digital governance tools with stricter enforcement of age-related laws.
