MP Burhan Baran questions delays in approval of net billing solar applications

Independent Member of Parliament Baran Burhan has submitted a parliamentary question to the Minister of Environment and Energy, drawing attention to significant delays in the final approval of applications for photovoltaic (PV) systems under Greece’s new net billing framework.

In his submission, Burhan emphasized that photovoltaic systems are a key pillar of the green transition and play a vital role in strengthening the energy autonomy of households and businesses, while contributing to national and European energy and climate targets.

He noted that the abolition of the former net-metering system and the gradual transition to net billing was introduced to promote self-generation and energy offsetting based on wholesale market prices. However, Burhan stressed that thousands of applications submitted by individuals and legal entities remain pending well beyond the expected timeframe, without receiving final approval or grid connection from the competent authorities, including HEDNO (DEDDIE), DAPEEP, and energy suppliers.

According to the MP, these delays have led to:

  • Unjustified stagnation of the solar market, despite the existing legal framework governing net billing,
  • Financial losses for citizens and businesses that have already invested in studies, equipment, and administrative procedures,
  • Obstacles to energy independence and renewable energy targets, leaving the market effectively “frozen” while awaiting political and administrative intervention.

Burhan underlined that the smooth implementation of the net billing scheme and the immediate processing of pending applications are essential for energy upgrading and economic support for households and businesses.

Questions to the Minister

In this context, MP Burhan asked the Minister of Environment and Energy:

  1. At what stage is the processing and approval of net billing photovoltaic applications, and how many applications remain pending?
  2. What specific technical, legislative, or administrative obstacles are delaying final decisions by the involved authorities?
  3. Whether the Ministry intends to immediately amend the relevant Ministerial Decision and introduce supplementary regulatory measures to accelerate approvals;
  4. What steps will be taken to ensure that future applications are assessed within clear and binding deadlines, including electronic monitoring mechanisms, to prevent similar delays.
