Greek MP Hüseyin Zeybek warns farmers risk losing subsidies over AGRISNAP system failures

Hüseyin Zeybek, Member of Parliament for İskeçe with the Nea Aristera (New Left) and party spokesperson on agricultural policy, has raised urgent concerns in parliament over technical failures in the AGRISNAP digital monitoring system, warning that farmers face the risk of losing critical agricultural subsidies.

Zeybek brought the issue before the legislature following a written statement issued on February 26 by the İskeçe Agricultural Cooperative ENOSI, which detailed widespread operational problems affecting producers in the region.

Mandatory Geo-Tagged Photos for “Yellow” Parcels

The controversy stems from a February 18 announcement by the Independent Authority for Public Revenue (AADE), titled “EAE 2025 – Publication of Monitoring Results and Upload of Geotagged Photographs.”

Under the directive, farmers whose land parcels were classified as “yellow” following monitoring checks must upload geo-tagged photographs via the AGRISNAP-GR application to correct deficiencies in their declarations. The process is mandatory to verify the actual condition of the parcels and finalize subsidy eligibility.

Farmers Report Systemic Technical Failures

According to the ENOSI cooperative, producers are encountering serious technical barriers as the submission deadline approaches. Reported issues include:

  • Inability to log into the system and repeated session disconnections
  • GPS location errors preventing valid photo capture
  • Data synchronization delays and server crashes, rendering hours of work unusable

Cooperative officials argue that these malfunctions are placing farmers at unjust risk of losing financial support through no fault of their own.

Three-Point Appeal to the Ministry

In his formal intervention, Zeybek stressed that producers are facing potential penalties due to technical shortcomings beyond their control.

He called on the competent ministry to:

  • Extend the submission deadline by at least 15 days to allow completion without system pressure.
  • Immediately resolve AGRISNAP’s technical deficiencies through infrastructure upgrades, software updates, and capacity expansion.
  • Guarantee that no farmer will lose subsidies due to current technical failures or the tight timetable.

Zeybek underscored that the smooth operation of state digital systems is vital for the sustainability of agricultural production, particularly in rural regions like İskeçe and broader Western Thrace.

The Ministry has not yet publicly responded to the request.
