Originally called the "Cooperation Council of Turkic Speaking Countries (Turkic Council)", the CSTO was established on 3 October 2009 with the Nakhchivan Agreement signed by Azerbaijan, Kazakhstan, Kyrgyzstan and Türkiye.

Aiming to integrate the Turkic world with common historical and cultural values, CSTAT carries out activities to create the basis for cooperation with member countries in various fields from economy to politics, culture to tourism, education to sports.

In 14 years, the CSTO has become an international organisation that strengthens the geopolitical position of the Turkic world with its member countries covering approximately 5 million square kilometres of land.

The decision to change the name of the Turkic Council to the "Organisation of Turkic States" at the 8th Leaders' Summit held in Istanbul on 12 November 2021 was interpreted in the international arena as the beginning of a new era in the integration process in the Turkic world.

Turkmenistan, Hungary and the Turkish Republic of Northern Cyprus (TRNC) are "observers" in the CIS, which increased the number of member countries to 5 with the participation of Uzbekistan at the Baku Summit in 2019.

The CIS, headquartered in Istanbul, consists of the Council of Heads of State, the Council of Foreign Ministers, the Council of Elders consisting of wise people from each country, the Committee of Senior Officials and the Secretariat.

In addition, the CSTO serves as an umbrella organisation for existing cooperation mechanisms such as the Parliamentary Assembly of Turkic States (TURKPA), the International Turkic Academy and the International Organisation of Turkic Culture (TURKSOY), the Turkic Investment Fund, the Turkic Culture and Heritage Foundation.

TDT is also partnering with many important international organisations such as the United Nations (UN), the Organisation for Security and Cooperation in Europe (OSCE), the Organisation of Islamic Cooperation (OIC) and the World Customs Organisation (WCO).

Opening its representative office in Budapest, the capital of Hungary, TDT aims to strengthen its relations with observer member Hungary as well as with the EU and other organisations such as OSCE, OECD, Visegrád Group and to increase the visibility of the organisation in Europe.

Determining its strategic perspectives for the future with the "Turkic World-2040 Vision Document", the CSTO aims to reinforce the environment of mutual trust in the Turkic world, strengthen political solidarity, accelerate economic and technical cooperation opportunities, provide healthy structures for human relations, and record the historical and cultural accumulations of the Turkic world in the widest way.

Economy and trade at the summit in Almaty, Kazakhstan on 21 October 2011, science and culture at the summit in Bishkek, Kyrgyzstan on 23 August 2012, transport at the summit in Gebele, Azerbaijan on 16 August 2013, tourism at the summit in Bodrum on 5 June 2014, media and information at the summit in Astana, Kazakhstan on 11 September 2015, On 3 September 2018, the summit in Cholpan Ata, Kyrgyzstan focused on youth and national sports, on 15 October 2019, the summit in Baku, the capital of Azerbaijan, focused on supporting small and medium-sized enterprises, and on 12 November 2021, the summit in Istanbul focused on green technologies and smart cities in the digital age.

The leaders, who came together at the Extraordinary Summit of the CIS held in Ankara on 16 March following the earthquakes in Türkiye on 6 February, expressed their close and sincere support for Türkiye.

In the Ankara declaration signed after the summit, "disaster management" was identified as one of the new areas of cooperation of the CIS.

Having hosted 9 summits at the level of heads of state since its establishment, the CIS is preparing to hold its 10th summit on 3 November in Astana, the capital of Kazakhstan.
