Greece is considering withdrawing a proposed measure that would prohibit cash-on-delivery payments for online purchases, following criticism from businesses and consumers, according to reports in the Greek press.
Greece may withdraw planned ban on cash payments for online deliveries

The proposal, included in a draft bill released for public consultation by the Ministry of National Economy and Finance, would require customers to pay electronically for orders delivered by courier. If implemented, the measure would prevent consumers from paying couriers in cash when receiving their purchases.

However, following objections from market participants, the ministry is reportedly considering removing the relevant provision from the draft legislation.

CONCERNS OVER UNEQUAL TREATMENT OF ONLINE AND PHYSICAL STORES
One of the main criticisms of the proposal concerns the potential disparity between online shopping and purchases made at physical retail outlets.

Under Greece’s existing rules, cash payments are permitted for purchases below €500 in physical stores. The proposed measure would have introduced a different requirement for online orders delivered by courier, making electronic payment mandatory regardless of consumers’ preference for cash-on-delivery services.

Critics have raised concerns that such a change could disadvantage e-commerce businesses and consumers who rely on cash payments, potentially affecting established purchasing habits and delivery arrangements.

FINAL DECISION STILL PENDING
The reported reconsideration follows objections over the potential impact on both consumers and businesses that depend on cash-on-delivery transactions.

However, the withdrawal has not been officially confirmed. The key question is whether the provision will be removed from the final version of the bill expected to be submitted to the Greek Parliament.

Until the government clarifies its position, the proposed restriction remains subject to change.
