EU proposes expanded Frontex role in migrant returns
The European Commission on Tuesday proposed expanding the mandate of the EU border agency Frontex to allow it to support the return of migrants from one non-EU country to another, as part of broader efforts to strengthen the bloc’s migration management system.
Under the proposal, Frontex would provide technical and operational assistance to third countries and help organise and carry out return operations between countries outside the European Union.
The new powers would require an agreement with the countries concerned and compliance with fundamental rights and international standards, the Commission said.
“Of course, the main objective for Frontex will still be to increase returns from member states, but we also introduce the ability for Frontex to support third countries on returns,” European Commissioner for Internal Affairs and Migration Magnus Brunner said while presenting the proposals in Brussels, according to Anadolu Agency (AA).
“This will only be possible if there is an international agreement and where this is in the interest of the EU,” he added.
New centre to coordinate return operations
The proposed reform would give Frontex a more active role across the return process, from strategic planning and migrant identification to return operations and reintegration assistance.
The Commission also proposed establishing a dedicated Return Coordination Centre within Frontex to collect and analyse operational information and improve coordination among EU member states.
Standing corps could reach 30,000 officers
The proposals envisage gradually expanding Frontex’s standing corps to 30,000 officers through the creation of a European Border and Return Reserve comprising 17,000 officers.
The reserve would be available for deployment to support member states when needed.
The reform would also establish a Quick Reaction Force capable of rapid deployment to the EU’s external borders to help countries respond to emergencies and sudden increases in migration.
EU proposes digital return procedures
Alongside the Frontex reform, the Commission proposed a separate regulation to digitise return, readmission and reintegration procedures across the bloc.
The proposals will now be submitted to the European Parliament and the European Council for consideration.
