Özgür Ferhat raises AGRISNAP technical failures in Greek Parliament

Rodopi MP Özgür Ferhat of Nea Aristera has formally raised technical failures in the AGRISNAP geotagged photo application before the Hellenic Parliament, warning that farmers risk losing critical agricultural subsidies due to system malfunctions.

Ferhat submitted a written parliamentary question to the Ministry of Rural Development and Food, highlighting what he described as serious producer hardship during the OSDE declaration and Monitoring process.

Technical Glitches and Weather Disruptions

Under the Ministry’s agricultural compliance framework, producers are required to upload geotagged photographs via the AGRISNAP platform to verify declared crops as part of the monitoring system.

However, farmers — particularly in the Eastern Macedonia and Thrace region, including Rhodope and Meriç — report widespread technical failures alongside adverse weather conditions that have hampered their ability to complete submissions.

Producers cite:

  • Login access errors
  • Photo upload failures
  • System freezes
  • Delayed activation codes

Activation codes were reportedly sent on February 18, leaving farmers with a narrow window before the application deadline.

Risk to Subsidy Payments

Ferhat stressed that the disruptions stem from systemic infrastructure weaknesses rather than farmer negligence, warning that support payments must not be jeopardized due to technical shortcomings.

“The problems experienced are not the fault of producers but of technical deficiencies and system errors,” Ferhat noted, calling on the Ministry to take immediate corrective action.

Questions Submitted to the Ministry

In his parliamentary filing, Ferhat asked the Ministry:

  1. What concrete steps will be taken to resolve AGRISNAP’s technical failures?
  2. How will authorities ensure farmers do not lose subsidies due to system-related delays?
  3. Will deadline extensions or post-deadline photo submission options be granted?
  4. Are there plans to simplify the process or introduce alternative verification mechanisms to prevent producer hardship?

Ferhat urged the Ministry of Rural Development and Food to implement urgent technical improvements and regulatory adjustments to safeguard farmers’ rights and prevent financial losses.

The Ministry has not yet publicly responded to the parliamentary inquiry.
