United Nations Special Rapporteur Francesca Albanese has stated in her latest report that Greece bears responsibility as a third-party state complicit in acts of genocide in Palestine.

Albanese’s findings question whether the Greek government has maintained a genuinely “neutral” stance regarding events in Gaza, suggesting instead that its actions amount to various forms of support for what she describes as a “collective crime.”

Greece Listed Among Third-Party States

According to the report, shared by the “March to Gaza” initiative, Greece is identified as one of the third states contributing to the situation. Albanese argues that Greece supports the alleged genocide on four distinct levels:

1. Diplomatic Support

The government of Prime Minister Kyriakos Mitsotakis is said to align itself with the U.S.–EU position, echoing Israel’s “right to self-defense” narrative.
The report emphasizes that international law does not recognize a right to self-defense for an occupying power, and notes that Greece has not exerted pressure to ensure the implementation of International Court of Justice (ICJ) rulings.

2. Military Support

The report asserts that the Souda (Crete) and Dedeağaç bases play a central role in transporting weapons to the Middle East.
It also highlights the continuation of joint military exercises and operations with Israel, despite ongoing mass casualties in Gaza.

3. Economic Normalization

Trade and energy projects between Greece and Israel reportedly continue without interruption, which Albanese interprets as contributing to the normalization of the occupation.

4. Institutional Compliance

Despite ICJ warnings, Greece has not suspended cooperation with Israel in any institutional capacity.
This inaction, the report argues, constitutes a form of complicity in the broader crime.

Clear Assertion of Responsibility

Albanese concludes that Greece carries explicit responsibility as a third-party state contributing to the situation in Palestine, underscoring that states have an obligation under international law to neither aid nor assist in internationally wrongful acts—including genocide.
