European Union foreign ministers will hold an emergency meeting on Sunday morning, on the sidelines of the Munich Security Conference, to assess messages received from US and Ukrainian officials, EU diplomacy chief Kaja Kallas’ spokesperson said.

The meeting comes as Keith Kellogg, US President Donald Trump’s special envoy to Ukraine, emphasized that Europe will not be included in the upcoming peace talks between the US, Russia and Ukraine. Kellogg, who is expected in Brussels on Monday, confirmed that while Europe’s opinion will be considered, it will not participate in the negotiations.

“I come from the school of realism, and that will not happen,” Kellogg said. “To my European friends, I would say: enter the discussion not with complaints about whether or not you’re at the table, but by offering concrete proposals and ideas, particularly on defense spending.”

The comments have sparked concern among EU officials, including European Council President Antonio Costa, who stated in Munich that “there can be no credible or successful negotiations, no sustainable peace, without Ukraine and the EU.”

Meanwhile, in response to the tensions, French President Emmanuel Macron has called for a summit of European leaders on Monday in Paris. The summit aims to strengthen EU unity amid concerns over its exclusion from the peace talks. Polish Foreign Minister Radoslaw Sikorski confirmed the meeting, stating, “We must show our strength and unity.”

Sources from the European Council did not confirm whether the summit would be held, though European leaders are expected to continue discussions on the situation in the coming days.
