More than 10,500 residence permit applications under Greece’s “Golden Visa” program remain pending, as authorities continue to clear a backlog built up in recent years, official data show.

Most of the 10,613 unresolved cases date back to 2023 and 2024, a period marked by a surge in applications that brought €4.93 billion in foreign inflows into the Greek real estate market. Since the program’s launch in 2014, nearly 39,500 investors have used the scheme, excluding family members, according to the Ministry of Migration and Asylum.

Almost half of all investments were made in 2023–2024, driven by demand ahead of successive increases in the minimum investment threshold. While tighter rules were intended to curb foreign demand, they initially triggered a rush of applications.

In the first 11 months of 2025, authorities approved 7,875 new investor permits, nearly double the level of a year earlier. However, new applications have slowed sharply since April, with submissions in November down nearly 59% year-on-year, suggesting higher thresholds are beginning to dampen demand.
