The watchdog said the commercial showed young people breaking into an ION factory and a grocery store, engaging in vandalism, intimidating staff and committing other criminal acts to steal the product, as well as scenes depicting dangerous road behavior.
Regulators said the actions were portrayed realistically and without humor, raising concerns that antisocial behavior was presented in an attractive way, particularly to young viewers.
ION has not commented on the decision.
