Heating oil subsidy starting October 15 – Amendment tabled in Parliament
According to the explanatory memorandum accompanying the amendment, the objective is to pass the full benefit of the subsidy on to final consumers.
Refineries and fuel trading companies are designated to act as intermediary entities for transferring the aid, without retaining any financial gain from it.
Specifically, the amendment - tabled on Wednesday within a bill of the Ministry of Maritime Affairs and Insular Policy - extends the existing framework for subsidizing automotive diesel to also cover heating gas-oil.
Under the new provision, the cost of heating oil distributed in the domestic market from October 15 through October 31, 2026, will be subsidized from the state budget.
The exact amount of the subsidy is not specified in the amendment. It will be determined by a joint ministerial decision issued by the Ministers of National Economy and Finance, Environment and Energy, and Development prior to October 15, when the heating oil distribution period begins on the market.
The amendment also provides for the possibility of adjusting both the implementation period beyond October 31 and the subsidy amounts by decision of the minister of national economy and finance.
The same ministerial decision will determine the subsidy granting procedure, the clearing mechanism, and any specific or technical terms for the implementation of the measure.
