This marks the third extension of the legalization deadline. Under the original legislation adopted in 2011, owners were required to comply by November 2019. That deadline was later extended to the end of 2025 and subsequently to March 31, 2026, meaning the legalization framework will now remain in place for a 15th year.
Authorities also extended the deadline for the mandatory construction identification requirement for public buildings and facilities used for public gatherings. The new deadline for compliance has been set for February 1, 2028.
