Montenegro ends visa-free entry for Turkish citizens
Montenegro will introduce visa requirements for Turkish citizens from November 1, ending visa-free access for one of its significant foreign visitor groups.
Turkish Airlines has warned passengers travelling to Montenegro that they must hold either a valid Schengen visa or a Montenegrin visa to enter the country. The airline has advised travellers to check official entry requirements before departure.
The change leaves Turkish citizens who have already booked flights but have not secured the necessary documentation facing possible travel disruptions.
Visa policy changes repeatedly
Montenegro has revised its entry rules for Turkish nationals several times over the past year.
Visa-free travel was temporarily suspended in October 2025 following an incident in the capital, Podgorica. The exemption was restored on December 23, 2025, but the permitted stay was reduced from 90 to 30 days.
The latest decision ends visa-free access altogether.
Tourism sector faces impact
Montenegro welcomed approximately 134,000 Turkish visitors last year, making Turkiye an important source market for its tourism industry.
Following the announcement of the visa restrictions, tour bookings reportedly declined by nearly 50%, raising concerns about the potential impact on travel businesses.
The new requirement particularly affects holders of Turkish burgundy passports, the standard passport issued to ordinary citizens, who previously could enter Montenegro without a visa for stays of up to 30 days.
The change marks a significant shift in travel arrangements between the two countries and could further affect tourism flows from Turkiye to Montenegro.
