Türkiye, Qatar, Indonesia and Pakistan sign defense cooperation pact

Türkiye, Qatar, Indonesia and Pakistan have signed the Badr memorandum to strengthen defense cooperation and develop strategic partnerships, the Turkish National Defense Ministry said in a statement on Wednesday.

The agreement was signed Wednesday in Doha, the capital of Qatar, by defense officials from the four countries.

The signatories included Turkish National Defense Minister Yasar Guler, Qatar’s Deputy Prime Minister and Minister of State for Defense Affairs Sheikh Saud bin Abdulrahman bin Hasan Al Thani, Indonesian Deputy Defense Minister Yusuf Jauhari and Pakistani Defense Minister Khawaja Muhammad Asif.

Haluk Gorgun, the head of the Turkish Defense Industry Secretariat, also signed the memorandum on behalf of Türkiye alongside Guler.

Multi-layered cooperation

Named “Badr,” meaning “full moon,” the agreement aims to promote cooperation in military production, strengthen military capabilities, and support collaboration in technical military training, research and development, the ministry said.

The ministry added that the initiative would help develop solutions and industrial sectors aligned with advances in modern defense systems.

The memorandum also carries significant economic importance for the signatories by combining their respective military production capabilities, improving integration and strengthening their defense industries to meet the needs of allied and friendly countries.

It is also expected to expand military cooperation among the participating countries, deepen ties in the defense industry, and strengthen multilateral collaboration in support of security, stability, and shared objectives, the ministry said.

According to information obtained by Anadolu, the memorandum establishes a cooperation model with predefined mechanisms and working procedures that takes effect upon signing. The four countries will pursue joint projects in production, technology sharing, research and development, and technical military training.

2-tier mechanism to oversee joint projects

The process from identifying projects to implementing them will operate through two bodies. An Executive Board will identify joint projects among the four countries, while a Strategic Board will set their timelines and approve them.

The structure establishes responsibilities for selecting and approving projects, as well as determining implementation schedules, providing a framework for turning proposals into operational capabilities.

The arrangement is intended to facilitate viable defense and aerospace projects among the signatories, with tangible results expected to be made public in the near future.

Turkish defense industry expected to take largest share

Türkiye’s defense industry is expected to take the largest share in the joint projects, supported by systems developed in recent years that have demonstrated their capabilities in the field, according to the information obtained by Anadolu.

Türkiye’s approach to the partnership extends beyond supplying finished products to developing its partners’ workforce and industrial infrastructure through joint production and development.

The memorandum also seeks to bring together the four countries’ complementary capabilities to build lasting defense capacity and contribute to regional security and stability.
