In the parliamentary question, MP Zeybek stated that the Minority Primary School courtyard was banned from being used for the hatim ceremony held on 7 July 2024 in the village of Sahin upon the arbitrary and verbal instruction of the Director of Primary Education of Xanthi and similarly, the Minority Primary School courtyard was banned from being used for the hatim ceremony held on 5 May 2024 in the village of Mustafçova. The statement made by the press office of Hüseyin Zeybek on the subject is as follows: "As it is known, Minority schools operating in the region of Thrace are subject to a certain institutional regime. They were established with the educational protocols between Turkey and Greece and according to the law no. 3647/2008, the ownership of the schools belongs to the foundations and only their use belongs to the Ministry of Education. The control and management of the aforementioned properties is carried out by the competent elected School Board of Trustees and only the supervision is carried out by the Ministry of Education.

According to these data, the use of the courtyard area of the Minority Primary School was forbidden during the prayer service organised on 07-07-2024 in the village of Sahin on the basis of the arbitrary and verbal order of the Director of Primary Education of Xanthi without any written documentary evidence, and the same happened during the prayer service organised on 05-05-2024 in the village of Mustafçova. According to the statement of the Director of Education in charge, on the basis of a verbal order of the General Regional Director for Eastern Macedonia and Thrace, he closed the courtyard area of the school in question to the organisation of events by his own students. It should be noted that the school courtyards are closed for all events, except for the Hatim ceremonies. 

These events have caused concern and great unrest among the residents of the region, as in previous years the school yard areas were used for all events without any problems. 

In view of all the above, the Minister is asked 

-What is the justification for the decision to prohibit the organisation of these events in the school courtyard? Why were students, local residents and participants not allowed to use this area? What is the basis for this decision? 

-What measures does the Ministry plan to take to prevent the recurrence of such unpleasant incidents? 

-Is there a change in the functioning of minority schools? Because according to the existing status, the entire administrative management of the schools, which are owned by the foundations, is carried out by the elected board of councillors. Can the Minister explain to us his plans regarding the Minority schools and whether there is any change in the existing status?"
